PROCON International served as prime contractor to the Federal Bureau of Prisons for Phase II of the Communications Management Unit conversion at FCI Cumberland, Maryland. Construction inside an occupied high-security institution governed every aspect of delivery: all personnel cleared Bureau background screening, each day’s activity was coordinated with institution security in advance, and every tool, fastener and material item was inventoried on entry and accounted for and removed before the site was released each evening. Scope included secure perimeter construction, structural steel canopies, detention recreation enclosures, detention-grade doors and frames, fire alarm and Rockwell PLC integration, site grading, stormwater infrastructure, and electrical and HVAC upgrades.
